North Shore Vacation Rentals: What You Can Legally Book
Staying on the North Shore changes the trip. Here are four stays you can book by the night, and the City rules that decide which houses you can’t.

Staying on the North Shore changes the trip. You stop driving to beaches and start walking to them. Mornings happen at your own pace. The pace of the place becomes your pace, which is the entire point of coming up here in the first place.
The first thing to know is that the legal options are narrow. Oahu allows stays under 30 days only in resort-zoned areas, the areas mapped in Ordinance 25-52, and units grandfathered before October 22, 1986. Outside the Turtle Bay area, a nightly stay is legal only at a grandfathered property, which is why this page covers four places rather than a list of houses. Before You Book
North Shore Rental Rules
A short-term rental is any stay under 30 days, and the City permits them only in resort-zoned areas and the areas shown in Ordinance 25-52. Grandfathered units that operated before October 22, 1986 hold a Nonconforming Use Certificate (NUC), and no new certificates are issued. Every legal listing shows a registration or NUC number and a tax map key, so check both before you book. Stays of 30 days or longer fall outside the short-term rental rules, which is why some houses list a 30-day minimum. The City explains all of this on its short-term rental FAQ.
Four North Shore Stays You Can Book
Ritz-Carlton Turtle Bay
The only major resort on the North Shore, on Kuilima Point at the east end of the coast. It is a full-service hotel, so there is no rental permit to chase. Kuilima Cove, which the resort describes as calm water over a sandy bottom, is steps from the main building. There is no City lifeguard tower at the cove; the nearest one is at Sunset Beach. Ocean Villas at Turtle Bay
Three- and four-bedroom villas on the resort grounds, each with a full kitchen. The villas are individually owned, and the Ritz-Carlton manages only some of them, so booking through the resort or through an owner or agent changes what you get. The City’s short-term rental map puts the parcel in the Resort zoning district. Even so, each unit has to be registered, so ask for the number before you pay.
Kuilima Estates, East and West
Two older low-rise condo complexes, 368 units from studios up, about a five-minute walk inland from the resort. Owners and rental agents take the bookings. There is no front desk, and both associations say they are not part of the rental business, so the agent you book through is your point of contact. Ordinance 25-52 maps the area next to Turtle Bay as eligible for short-term rentals, but every unit still needs its own registration number.
Ke Iki Beach Bungalows
Twelve bungalows along Ke Iki Road in Pupukea, on the stretch of coast known as the Seven Mile Miracle. Four of them hold nonconforming use certificates and book by the night; the property offers the other eight only as 30-day rentals. The property says there is no resort fee and one free parking stall per unit. The beach has no City lifeguard tower, and the winter shorebreak is heavy: State Ocean Safety tells swimmers of any skill level to stay out of the water at north-facing beaches in high surf.
